no stores owner except for bread bake, no imported goods or repackaging.
A carnival is more a place where anything goes, imported goods, stores owner promoting there business, repackages goods or copycat of other business and usually farmers market reject
The Ladner market is a good example of a Carnival, nothing wrong with it but the use of Farmer market for this event is pretty loose
